公共廣播服務檢討由06年1月開始,07年3月年黃應士先生七人小組提交報告,之後政府稱會年內進行諮詢,全面檢討,結果不了了之;08年特首說無人急於檢討,於是全年亦無蹤影。直至今日政府仍沒有具體諮詢時間表及計劃,前後經歷三年半,四十二個月,對港台及全港市民都不公平,政府亦不遵守了自己的施政承諾。

政府對牽涉港台前途的公共廣播諮詢一拖再拖,已經嚴重影響到機構內部的發展及運作:

1)            政府一直以港台正接受檢討為由,而禁制港台招聘公務員。年來,政府所有部門己全面恢復招聘公務員,然而港台公務員空缺只能招聘非公務員合約僱員填補,結果導致公務員與短期非公務員合約員工比例的嚴重失衡。

2)            港台目前在員工比例方面,除去一般職系的後勤行政員工之外,部門的製作人員中,公務員及短期非公務員合約制的員工(NCSC)比例接近一比一。如若禁制招聘公務員的情況繼續, NCSC 的員工漸漸會多過公務員。問題是非公務員合約僱員原則上乃非常設,員工亦沒有升遷機會,所以前線員工流失極快,結果導致多個製作組別的非公務員留失率超過百份之五十,有些組別年來更高達百份之一百。這裡衍生的問題是,禁制港台招聘公務員,斬斷了正常儲才的功能,較長遠的工作如何承接?更遑論世代交接;機構內部員工進昇階段為何?長遠發展如何規劃?員工士氣如何維繫?

3)            目前如果凍結港台的情況持續,十年內港台的公務員員工應該寥寥可數,我們担心直接影響日後為廣大市民提供服務的質素。縱觀特區所有政府部門,實在沒有一個部門如港台般員工比例如此失衡。

4)            03年港台有十五名以3+3機制(即三年試用期、三年聘用、之後自動轉為公務員)聘請的正式公務員入職,至09年完成3+3的要求下,亦遭政府以港台正面臨檢討為理由,只能被逼選擇再簽三年合約。此乃極不合理做法,因員工工作表現理想,己附合3+3後轉公務員身份的要求,政府實在不能以一無限期的檢討而給予他們不公平待遇。本會與其他公務員工會組織了解,獲悉其他部門同期的3+3制員工己全部轉職為正規公務員。目前只有+一名3+3機制公務員員工留任。

5)            為配合2012 全面數碼廣播發展等計劃,港台多年前已建議興建新大樓,然而又被政府指港台的發展政策面臨檢討,一切須被凍結.面對2012 漸近,香港電台能否在數碼時代提供全面服務,這種不明前景,實為一大障礙。而廣播發展日新月異,目前港台無論辦公、錄影及庫存設備已經不敷應用,更遑論進一步發展。

港台對自身前途完全無能為力,這種安排對部門及員工的發展極不公平,政府正在陰乾港台的印像,已能很難抹去,甚至相信已是事實。正所謂:神係佢(希望前景明朗:公共廣播未能開始檢討),鬼又係佢(要求部門正常的發展:港台正面臨檢討)。政府在拖延諮詢的同時,亦要提出理據以說服公眾及港台員工。據我們所了解,在過去,從來沒有一個政府部門是這樣長期(超過三年半)地處於這樣的狀態,所以我們要求:

1)      立即推出諮詢,此事不能再拖。

2)      立即恢復公務員招聘,以及內部進升。

3)      將現有的非公務員合約員工全部轉職為公務員。

4)      立即將十一名 3+3制招聘的公務員員工轉職為正規公務員。

5)  盡快落實興建綜合廣播大樓,以便計畫長遠發展,為港人提供更佳公共廣播服務。

The Hong Kong Government has repeatedly delayed the public consultation exercise over the future of RTHK. This has severely damaged the internal development and operation of the station:

1)      The Government has been using the review of RTHK as a reason to stop the station from hiring any new civil servants. Recently, all government departments have resumed their hiring of civil servants, however, the vacancies in RTHK could only be filled by non-civil servant contract staff. This results in a serious imbalance in the number of civil servants and non-civil servant contract staff.

2)      In principle, non-civil servant contract staff members are not permanent positions with no job prospects. This caused a high turnover rate among frontline workers. What this translates into is: a ban on RTHK to hire civil servants has blocked the natural growth in the pool of talents; who is going to succeed longer term projects, not to say a succession from generation to generation; what is the internal promotion steps for staff; what is the long-term development plan; and what about how to maintain staff morale?

3)      RTHK has 15 staff members who are under a so-called “3+3” mechanism – meaning 3 years of probation, 3 years of employment before officially becoming a civil servant. The group completed their “3+3” requirement on 2009, but was forced to sign another 3-year contract based on the grounds that RTHK is currently under review. This approach is unreasonable and an unjust treatment. The Government cannot drag on this because of an indefinite review.

4)      In order to cope with the comprehensive development of digital broadcasting in 2012, RTHK proposed the construction of a new building several years ago. But this, again, has been shelved because of the review of the station. It remains uncertain as to whether RTHK will be able to provide digital broadcasting service in 2012.

RTHK feels completely helpless towards its future. Such arrangement is extremely unfair to the department and staff. It is difficult to wipe off the image that the Government is “drying up” the station. Some people even believe this has become a fact. Therefore, we request:

1)      An immediate introduction of the consultation on Public Services Broadcasting. No more delays.

2)      An immediate resumption of civil servants hiring and internal promotions.

3)      Convert all non-civil servants contract staffs into civil servants.

4)      Convert the 11 staff members, who are under the “3+3” mechanism, to permanent civil servants.

5)      To implement the construction of a broadcasting building as soon as possible. This will help further long-term planning and provide better public broadcasting service to the people of Hong Kong.
